Originally part of the developer Shea-Vickers portfolio, The St. Clair Company purchased the property in 1998 and planned for the development of 390 apartment and cluster units, 256 time-share hotel units and 126,000 square feet of commercial retail space. Midway through the planning process, the property was sold to Capital Pacific Holdings.
